The Contracts Manager will provide professional support to meet the commercial and contractual needs of the organization. This individual will perform high level oversight of “Cradle-to Grave” contract administration in the organization. Cradle-to-Grave contract administration is not limited but should be inclusive of the following: Proposal/RFQ, Fact Finding, Contract Review, Contract Compliance, Deliverable Oversight, and Contract Closeout.
 
 
Essential Duties and Responsibilities

The items below involve the highest difficulty RFPs and contracts. Level of difficulty will be determined at the discretion of department leadership.

  • Ability to successfully manage multiple project deadlines while producing quality results within the framework of the organization’s set standards and policies
  • Must demonstrate advanced professional written and verbal communication skills
  • Must manage time effectively and have excellent administrative and organizational skills
  • Candidate is required to be detailed oriented and a critical thinker with the ability to solve the department’s most difficult contract administration problems
  • Able to meet very tight deadlines and work well under significant pressure.
  • Ability to work independently and manage the day-to-day workflow resolving requests and issues proactively in a team environment with almost no assistance from the senior management of the department
  • Ensures compliance with all company policies and procedures, government regulations, and industry protocols
  • Act as a higher-level interface with customers (Internal and External)
  • Develops and implements policies, procedures and practices relating to contract administration
  • Identify key areas in contract terms supplied by other parties that would represent a significant risk and be able to generate creative solutions for the Company
  • Assist Contracts Administrators on difficult negotiations with clients, suppliers and third parties on acceptable terms and conditions during bid/award and project execution phases
  • Oversee major RFPs/RFQs in accordance with company procedures
  • Oversee hands-on contract documentation control from pre-award negotiations through contract close-out, including order entry and record keeping tasks
  • Oversee contract review for acceptance of proposed/negotiated price, schedule and other terms and conditions
  • Assist Company compliance with ITAR/EAR
  • Oversees advanced and standard non-disclosure agreements for suppliers and customers
  • Lead Intellectual Property and patent administration
  • Lead the interpretation of the conditions and terms of contracts including fiscal and legal implications and is a lead advisor to senior department management on all significant procedures and regulations affecting the contract
  • Find alternative solutions to difficult contractual issues as they arise in contract negotiations.
  • Understands problems from various points of view to present all sides of the topic or issue
  • Oversees instructions for all contractual deliverable items
  • Oversees contract performance to delivery schedules and other terms and conditions
  • Represents Contracts at higher-level program and company meetings and drives contractual action items to completion
  • Oversees monthly/quarterly contract reports
  • Oversees contract modifications for accuracy and completeness
  • Oversees review of invoices in accordance with contract
  • Oversees Contractual Instruments (e.g., Master Supply Agreements, MOUs) and drafts and negotiates the most difficult ones
  • Will be responsible to manage other Contracts Administrators and/or Government Property employees
  • Directly advises the senior department management about department activities
  • Assists with the implementation of instructions and directives from GBS, Maritime SBU, and Head Office that affect the department as necessary

Responsibilities may also include:
  • Apply for and track progress of export permits necessary for the shipment of products and data
  • Prepare all annual/quarterly export compliance/company registration reports for the Canadian & U.S.

Required Skills:
  • Bachelor’s Degree with at least five (5) years of U.S. Government contract administration experience OR Bachelor’s Degree with at least three (3) years of U.S. Government contract administration experience and two (2) years of managing more than two (2) department employees OR advanced degree with two (2) years of U.S. Government contract administration experience
  • Years required to complete more than one (1) advanced degree will be substituted for equivalent years of experience
  • A CFCM certification can be substituted for one (1) year of experience
  • Ability to obtain a US Government security clearance.  Security clearances are granted to U.S. citizens.
